247 - Judge Nivaldo Brunoni, of the 23rd Federal Court of Curitiba, accepted the 2009 indictment against former governor Beto Richa, of the PSDB party. Richa is accused of misappropriating R$ 100 from the National Health Fund, which, by law, should have been used to renovate three health units in Curitiba.

"The complaint filed by the Federal Public Prosecutor's Office indicated that the funds allocated for the renovations were used for investments, that the bidding process for the works totaled a higher amount than initially estimated, that there was partial non-execution of the agreement, and that the accounting revealed that only 26% of the proposed services were completed."

The Superior Court of Justice (STJ) sent the case to the first instance court in April, when Richa lost his privileged jurisdiction upon leaving the governorship to run for the Senate. In the case file, Richa's defense argued that there was no harm to public funds due to the full return of the amounts and that the former mayor was not the authorizing officer for the expenses. The court decided, however, that these issues will be analyzed during the criminal proceedings, as they pertain to the merits of the case.
