Richa's secretary criticizes Temer and says states are not being listened to.

Paraná 247 - The Finance Secretary of Paraná, Mauro Ricardo, criticized the Michel Temer government when commenting on the renegotiation of the states' debt with the Union. According to him, those most interested in the issue and who participated in the agreement that was sent to the National Congress are being left out of the talks, which are restricted to the federal government and Congress. The state is governed by Beto Richa (PSDB), whose party is part of the first tier of the Temer government.

"That's a criticism I have. If there was an agreement between the states and the federal government, and there's a need for negotiation in the National Congress, the two entities have to talk," he said. "The states weren't called in this negotiation. The government calls the parliamentarians, calls the Minister of Finance, but doesn't call the states to participate in the negotiation process. It negotiates with Congress and doesn't talk to the states," he added.

Among the concessions that the Temer government made in relation to the original pact with the states, the secretary stated that he is concerned about the possibility of creating a "differentiated situation" of punishment for spending between the Executive, the Legislative and the Public Prosecutor's Office. "Two categories of civil servants are being created: Executive branch employees are at the limit of the Fiscal Responsibility Law, and the others are not. The government granted this to the branches, which is a mistake, in my view."
