Governor Beto Richa has signed into law a bill that eliminates one thousand appointed positions in the Executive Branch; the law also eliminates the State Secretariats of Tourism, Sports, Internal Control, and the Ombudsman's Office.

Paraná News Agency - Governor Beto Richa has signed into law a state bill that eliminates one thousand appointed positions in the Executive Branch. Richa also signed a law that eliminates the State Secretariats of Tourism, Sports, Internal Control, and the Ombudsman's Office. The bills were approved by the Legislative Assembly last Wednesday (October 30th) and sent to the governor for signing.

State Law No. 17.744/13 mandates the elimination of one thousand commissioned positions in the government. This reduces the maximum number of positions that can be filled by the Executive branch to 3.657 – a reduction of 21,5%. The legislation establishes the Public Management Function, which aims to value the permanent state employee who assumes management, leadership, and advisory roles.

With Law 17.745/13, the state government is eliminating two departments: Tourism and Sports. The responsibilities of the two departments will be merged into the State Secretariat for Sports and Tourism. The new secretariat will be responsible for coordinating strategic actions related to sporting and tourism events at the regional, national, and international levels.

The same law mandates the elimination of the Internal Control and General Ombudsman/Inspectorate offices. To replace them, the State Comptroller General's Office was created to coordinate, control, and evaluate the government's internal activities.

The governor also sanctioned Law 17.746/13, which transfers the preparation and monitoring of the Budget Guidelines Laws and the Annual Budgets, fiscal and own budgets of the direct and indirect administration and investments of public companies and mixed-economy companies, from the State Secretariat of Planning and General Coordination to the Secretariat of Finance.

There was also a change in the name of EcoParaná, which will now be called Paraná Projetos. The service will be linked to the Planning Secretariat, with responsibilities for promoting, developing, and managing projects aimed at implementing actions for the integrated development of the State of Paraná.
