According to Gleisi, Richa "dozed off" during his time in government.

Esmael's Blog - The Chief Minister of the Civil House, Gleisi Hoffmann, this Monday (2), sent word that the government of Beto Richa (PSDB) “dozed off” and did not register for two open calls for the Rural Environmental Registry (CAR) intended for agricultural producers.
This past weekend, Gleisi and her colleague from the Ministry of the Environment, Izabella Teixeira, in Marechal Cândido Rondon, western Paraná, refuted the claim that other states — such as Pará and Tocantins — were favored with more resources from the CAR (Rural Environmental Registry).

According to Gleisi's shock troops, no state received preferential treatment. According to the Workers' Party members, Richa made another "lapse" by failing to register the state government in two open calls for proposals under the program.

Regarding CAR
Implemented alongside the new Brazilian Forest Code, approved in 2012, the CAR (Rural Environmental Registry) constitutes a database that integrates environmental information from rural properties, including the status of Permanent Preservation Areas (APPs) and Legal Reserves, remnants of native forest, Restricted Use Areas, and productive areas.

In Paraná
Paraná is the 11th state to implement the registry, which constitutes the main strategy for controlling and combating deforestation. After registration, the information becomes part of the Rural Environmental Registry System (Sicar), available on the website. www.car.gov.br.

Producers who register with CAR (Rural Environmental Registry) directly benefit from legal security, access to credit, and support for environmental regularization. The registry is an electronic record that is available to the environmental agencies of each state.

In Paraná, according to information from the state government, there are 532 rural properties, with 93% of the total belonging to small farmers; in Brazil, there are 5,2 million rural properties.
