Nominated by the PP party during the Temer administration, Barros previously served as Secretary of Industry and Commerce for the state of Paraná, as well as mayor of Maringá (PR). He requested a leave of absence from his position as secretary, which he assumed in 2011, following allegations of irregularities in his administration.
Barros was also the rapporteur for the 2016 Budget in the Chamber of Deputies and caused controversy by proposing a R$ 10 billion cut to the Bolsa Família program.
