Over the past three years, Governor Beto Richa (PSDB) has spent an average of R$ 145 million per year on advertising across various media outlets, enough money to ensure the construction of 50 new state schools every year; public service announcements, which should be well distributed in the media to inform the population, such as water and electricity interruptions due to necessary interventions, appear discreetly.

Public service announcements, which should be well distributed in the media to inform the population, such as water and electricity outages due to necessary work, appear discreetly.
On the other hand, at least six segments are the top spenders on Radio, TV, Internet, Magazines and Newspapers, with actions that are more political in nature than necessarily aimed at communicating to the people of Paraná what actually adds value and solves the essential issues of each sector.
The champion of spending in the second quarter of the year from April to June in this area is SECS – the State Secretariat for Social Communication, whose expense report published in the Official Gazette of Paraná last Friday (11), shows the amount of more than R$ 17 million. Next are: Copel, R$ 5,2 million; Sanepar, R$ 2,3 million; Funsaúde, R$ 2,3 million and Compagás, R$ 612 thousand.
In television alone, the State Secretariat for Social Communication (SECS) spent R$ 14,5 million on advertising for the State Government. Meanwhile, Public Security suffers from vehicles without fuel, police officers without equipment, and overcrowded prisons lacking infrastructure. The unnecessary spending on advertising could be invested in healthcare, thereby increasing coverage in this service for the population. According to the Court of Auditors, the Richa government allocated only 9,05% of the total revenue to healthcare. In practice, the state allocated R$ 1,63 billion to healthcare when it should have spent R$ 2,17 billion, a difference of R$ 533 million.
According to Deputy Tadeu Veneri, of the R$ 42 million spent by the Paraná State Government between April 1, 2014, and June 30, 2014, only 10%, or R$ 4,2 million, was spent on legal advertising. This disproportionate amount suggests a strategy by the Iguaçu Palace to favor the media with institutional advertising and a paltry sum for legal publications.
