The text should be voted on this Tuesday, by the Plenary.
According to Alvaro Dias, there is, for example, no definition regarding the percentage of the gross domestic product (GDP) or of oil royalties that will be allocated to the education sector.
The senator also criticized the lack of funding for special education. According to Alvaro Dias, the National Education Plan, as the government envisions it, will amount to nothing more than a lengthy statement of intent.
"The way the government wants to approve this, what could be the statute of citizenship, the charter of this country's future, will simply become a long letter of intent. And we know that discourse is not enough; it is necessary to establish effective norms that compel compliance with all the goals," criticized the parliamentarian, who authored a report on the National Education Plan approved by the Education Committee but rejected by the government's base.
