Rio de Janeiro Court of Justice files charges against former presidents of the Department of Motor Vehicles.

The Court ruled in favor of a public civil action filed against Detran-RJ (Rio de Janeiro's Department of Motor Vehicles) and the Associação Carioca de Ensino Superior (Acesu-Unicarioca), due to acts of administrative misconduct committed by two former presidents of Detran-RJ who, during their tenures, signed agreements between the agency and Acesu-Unicarioca without the required bidding process.

RJ24Hours - The 7th Public Treasury Court of the Court of Justice of the State of Rio de Janeiro (TJ-RJ) ruled in favor of a public civil action filed against the Rio de Janeiro Department of Transit (Detran-RJ) and the Carioca Association of Higher Education (Acesu-Unicarioca), due to the practice of administrative misconduct by two former presidents of Detran-RJ who, during their tenures, signed agreements between the agency and Acesu-Unicarioca without the required bidding process.

Eduardo Chuahy was sentenced to full restitution of the damages in solidarity with Acesu-Unicarioca; to the suspension of his political rights for a period of eight years; to the payment of a civil fine of 30% of the value of the damages; and to a prohibition on contracting with the public sector or receiving tax or credit benefits or incentives, directly or indirectly, even through a legal entity, for a period of five years.

Pedro Osório Filho was ordered to compensate for damages related to administrative contracts signed with Acesu-Unicarioca during his tenure; his political rights were suspended for four years; and he is also prohibited from contracting with the public sector for three years.

Acesu-Unicarioca was ordered to fully compensate for the damages, jointly and severally with Eduardo Chuahy; to pay a civil fine of 60% of the value of the contracts entered into; and is prohibited from contracting with the public sector or receiving tax or credit benefits or incentives for a period of five years.

According to Judge Simone Lopes da Costa, head of the 7th Public Treasury Court, the assessment of damages will be carried out through arbitration, during the sentence enforcement phase. The judge also declared all administrative contracts signed between Detran-RJ and Acesu-Unicarioca null and void.
