Tarcísio visits Bolsonaro to discuss amnesty and the 2026 elections.

Governor meets with Bolsonaro under house arrest; presidential succession and the Sentencing Bill are on the agenda.

247 - The governor of São Paulo, Tarcísio de Freitas (Republicanos), will be in Brasília this Monday (29) to visit Jair Bolsonaro (PL), who is under house arrest. The meeting was authorized by Minister Alexandre de Moraes, of the Supreme Federal Court (STF).

According to the newspaper The GlobeThe meeting takes place amid electoral uncertainties for 2026 and intense negotiations in Congress regarding the future of the so-called "Dosimetry Bill," which discusses reducing sentences for those convicted of the anti-democratic acts of January 8, 2023.

Electoral dispute and presidential succession

Tarcísio has not yet decided whether he will run for reelection in São Paulo or assume the role of presidential candidate in place of Bolsonaro. The former president himself told allies last week that he will only make a final decision next year.

Meanwhile, the succession to the Senate for São Paulo is also on the agenda. Deputy Eduardo Bolsonaro (PL), who lives in the United States and fears being arrested upon returning to Brazil, was the expected candidate to represent the family in the electoral race. Given the uncertainty, the possibility of a replacement is growing. Tarcísio is advocating for the name of the Secretary of Public Security, Guilherme Derrite (PP), while other Bolsonaro supporters are trying to make Marcos Feliciano (PL) and Cezinha Madureira (PSD) viable candidates.

The impasse over amnesty and the "Dosimetry Bill"

The issue of amnesty for those convicted for the acts of January 8th dominates negotiations in Congress. Deputy Paulinho da Força (Solidariedade-SP), rapporteur of the proposal, has been seeking to construct a text that reduces sentences without granting a full pardon—which would also benefit Bolsonaro. The proposal has become known as the "Dosimetry Bill".

Paulinho met with different political groups, including the Republicanos party, Tarcísio's party, to gauge the political reach of the text. He warned that excessive concessions could generate resistance from the Supreme Court and the government, while a rigid stance could alienate sectors of the Centrão (center-right bloc).

The rapporteur stated that he intends to bring the project to a vote as early as Tuesday (30) and conditioned the advancement of the proposal on the progress of other agendas, such as the exemption from Income Tax for salaries up to R$ 5 thousand. The Minister of Finance, Fernando Haddad (PT), reacted, classifying the attempt to link votes as “madness”. The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), also denied that the vote on the IR project is conditioned on the approval of the amnesty.
