Suspect in rape case fled through the front door.

Police officer Frank Cimar Barbosa de Oliveira escaped from the Campo Grande police station after being arrested in the act of rape; two police officers from the Campo Grande Battalion allegedly facilitated the escape; the Internal Affairs Department will investigate who is responsible.

247 - Suspected of kidnapping and raping a 21-year-old woman in Campo Grande, north of Rio, Military Police Corporal Frank Cimar Barbosa de Oliveira escaped from the police station through the front door. He was arrested in flagrante, in Campo Grande, north of Rio, in the early hours of this Sunday (15). The two police officers who were supposed to escort the PM, who allegedly let the prisoner escape, will be charged with personal favoritism and prevarication, according to a report on the Bom Dia Rio news program, on Rede Globo. They are expected to be questioned this Monday afternoon (16) about the case.

Delegate Eliane Villar, from the 35th Police Station, said that the two military police officers from the Campo Grande Battalion should have escorted him. They will be charged with personal favoritism and prevarication, which occurs when a public official fails to fulfill their duty for their own benefit or that of another. Oliveira was not handcuffed at any time. The delegate, who requested the corporal's preventive detention, also opened an investigation to determine if civil police officers facilitated the escape.

Oliveira works at the 17th BPM (Ilha do Governador) and allegedly raped the young woman in the early hours of Sunday (15). She was with her boyfriend on a street in Campo Grande when the couple was approached by the police officer. The victim's boyfriend said that he passed by, got out of the car, with his police badge in one hand and his pistol in the other. He told her to get into the car and face the wall. He threatened to shoot if she looked back.

Terrified, he reportedly called his girlfriend's brother, who began searching the neighborhood streets for the young woman. Meanwhile, the victim's boyfriend sought help at the Campo Grande police station. Two military police officers who were there to register another incident accompanied him to the street where the corporal's car was located.

The victim and the suspect were found inside the car and taken to the police station. According to witnesses, the corporal was not handcuffed by his colleagues. According to the civil police, before fleeing, the military policeman was allegedly walking around the police station without handcuffs the entire time. Shortly afterward, he disappeared.

In addition to kidnapping and rape, Corporal Frank Cimar will also face charges of making threats. The young woman underwent a forensic medical examination at the hospital, which confirmed the rape. 

The Secretary of Public Security, José Mariano Beltrame, considered the case extremely serious. In a statement, he instructed the Internal Affairs Department to monitor the investigation so that those responsible are punished. By telephone, the commander of the Campo Grande battalion said he saw no need to administratively arrest the police officers who took the suspect to the police station, but informed that he had opened an internal investigation.
