Hillside occupation in Vila Sahy was a 'tragedy foretold', said the Public Prosecutor's Office in 2021.

The document highlights that the uncontrolled growth in Vila Sahy occurred due to a lack of oversight from the municipal administration and that there were risks for the residents.

"The absence of oversight action by the municipal government and the total inefficiency of the measures adopted within its police powers allowed the occupation and uncontrolled expansion of the settlement," the agency concluded.
