In the Moinho favela (São Paulo), Lula criticizes the discourse of the elites and defends the social rights of the poorest population.

247 - President Luiz Inácio Lula da Silva said this Thursday (26) that it is necessary to make a “justice reparation” when defending the importance of social rights in Favela do Moinho (SP) and throughout Brazil.

In his speech, Lula also said that the idea that the federal government was trying to protect organized crime by conducting housing policy in the community located in the central region of São Paulo had resonated in the capital. The president repudiated this fake news, which had allegedly been spread by opponents of the PT (Workers' Party). 

"In the minds of the elite, the poor are considered criminals. They don't treat you like people; they want the right to work, to have a home, to live with their heads held high. I know how poor people are treated in this country."

Each family will be entitled to a subsidy of up to R$ 250 for the purchase of ready-built properties or properties in the final stages of construction. Of this amount, R$ 180 will come from the Federal Government and R$ 70 from the state government. Thus, there is no need for financing or financial contribution from the families. In addition, families will receive a rental assistance of R$ 1.200 per month during the transition period to the new housing.

The proposal is aimed at families with income up to Band 2 of the Minha Casa, Minha Vida program, which corresponds to a family income of up to R$ 4,7 per month, including beneficiaries of Bolsa Família and the Continuous Benefit Payment (BPC).

The area where the Favela do Moinho is located belongs to the Federal Government. The Federal Government will cede this area of ​​35.071,88 m², equivalent to five football fields and valued at over R$ 21 million, for the creation of Parque do Moinho. This new space for collective use will be dedicated to leisure and community interaction for the residents of São Paulo. In addition, the families have requested the installation of a memorial in the future park.

The property, originally owned by the Federal Railway Network Corporation (RFFSA), had a long history of legal disputes regarding its ownership, which only ended in 2021, when it became federal public property. In May, an interministerial commission visited the site, listened to residents, mapped the situation, and clarified doubts about the Assisted Purchase program and the intended use of the area. The Federal Government acknowledged the precarious conditions of the current housing and the risks to which the families were exposed.

The adopted solution represents the consolidation of housing as a right guaranteed by the State, focusing on urban permanence and social inclusion, instead of the removal and expulsion of the poorest from central areas. The initiative reinforces the Federal Government's commitment to the dignity and well-being of the population.
