Maia allegedly pressured Meirelles for an agreement that benefits Rio.

The Speaker of the House, Rodrigo Maia, who, following Michel Temer's trip to China, is acting as interim President of the Republic, has been pressuring the Minister of Finance, Henrique Meirelles, to finalize the so-called "Rio agreement"—that is, the agreement to refinance the state's debts with the federal government—in time to be signed while the Democrat is in charge of the Planalto Palace. Maia's objective would be to position himself for the 2018 elections, whether as a candidate for governor of Rio, for the Senate, or for reelection to the House.
