The Rio de Janeiro Municipal Guard reported that it has already initiated administrative proceedings to expel Fernando Perpétua da Cunha, one of the agents who participated in a confrontation with street vendors in downtown Rio last Friday (19). Armed with a .380 caliber pistol, he shot two people and was arrested in flagrante delicto for attempted homicide, illegal possession of a firearm and firing a firearm. In a statement, the corporation explains that four guards who were carrying out routine patrols were trying to break up a fight between a couple when they were attacked by a group of street vendors in the Camelódromo area on Rua Uruguaiana.

The guard was quickly identified by the Municipal Guard's Internal Affairs Department, had his weapon seized, and was taken to the police station by the Guard's commander, Captain Rodrigo Fernandes, since no municipal guard is authorized by the institution to use a firearm. According to the Civil Police, the weapon is registered with the competent authorities, but the guard does not have a permit to carry it. The Rio Municipal Guard condemns the officer's actions and immediately initiated the process to dismiss him.

The Municipal Guard believes the violent actions of the street vendors were retaliation for recent rigorous operations conducted by the Municipal Secretariat of Public Order and the Municipal Guard against illegal commerce and urban disorder in the region. The officer told police he fired shots after feeling cornered. Faguiane dos Santos, 36, and Iago Oliveira Gonçalves, 20, were hit by stray bullets and treated at the Souza Aguiar Municipal Hospital. Both suffered minor injuries and were released after receiving medical attention.
