Former city councilman Gabriel Monteiro has another arrest warrant issued against him in Rio.
He is accused of crimes of sexual assault by fraud and harassment.
Agência Brasil/EBC - Former city councilman and former military police officer Gabriel Monteiro has had his preventive detention ordered for the crimes of sexual violation by fraud and sexual harassment against his former aides. The decision was made by Judge Simone de Faria Ferraz, of the 21st Criminal Court of the Rio de Janeiro Court of Justice (TJRJ). The case is under seal.
Gabriel Monteiro is being held in the Joaquim Ferreira de Souza Public Jail., in the Gericinó Complex, in Bangu, in the western zone, since the 9th of this month for another crime. The former councilman was transferred there from the José Frederico Marques prison, in Benfica, in the northern zone, where he arrived two days earlier.
The arrest on the 7th, which occurred after he presented himself at the 77th Police Station (DP) in Icaraí, Niterói, in the metropolitan region of Rio, was for the rape of a 23-year-old saleswoman, according to a complaint filed by the Public Prosecutor's Office of Rio de Janeiro (MPRJ). The former councilman allegedly forced himself on the young woman – without using a condom and using physical violence – whom he met during the reopening of a nightclub in Barra da Tijuca, also in the western zone.
The judge of the 34th Criminal Court, Rudi Baldi Loewenkron, accepted the complaint from the 1st Public Prosecutor's Office for Territorial Criminal Investigation of the South Zone and Barra da Tijuca area, and signed the arrest warrant. According to the MPRJ (Rio de Janeiro State Public Prosecutor's Office), a medical examination carried out after the events proved that the victim was infected with HPV (human papillomavirus).
"Investigations showed that the former councilman met the victim on July 15th, during the reopening of the Vitrine nightclub in Barra da Tijuca. After exchanging kisses, Gabriel invited the woman and a friend of the victim to the house of a friend of his, located in Joá. Upon arrival, the former councilman went upstairs with the woman to one of the bedrooms and asked the friend to wait for them in the living room," the MPRJ (Rio de Janeiro State Public Prosecutor's Office) reported on November 8th.
The complaint further revealed that upon realizing the young woman was frightened and making a move to leave, "Gabriel locked the door, removed his weapon from his waist, and rubbed it against the woman's face, coercing her with the aim of forcing her to have sexual relations."
