Cláudio Castro requests the use of the Armed Forces during the BRICS summit in Rio.
Governor requests GLO (Guarantee of Law and Order) from July 2nd to 9th to reinforce the security of international leaders.
247 - The governor of Rio de Janeiro, Cláudio Castro (PL), has requested authorization from the Presidency of the Republic, led by Luiz Inácio Lula da Silva (PT), to deploy the Armed Forces during the BRICS Summit, scheduled for July 6th and 7th in the state capital. This information comes from a column by journalist [name missing]. Isabel MegaAccording to CNN Brazil, the request calls for the declaration of a Law and Order Guarantee Operation (GLO), a mechanism used in large-scale events to increase local security and ensure the protection of foreign delegations.
Castro's proposal extends over a broader period, between July 2nd and 9th, encompassing the preparation, execution, and conclusion of the event. Key points of attention indicated by the state government include the Museum of Modern Art (MAM), the venue for meetings between heads of state, and Marina da Glória, both located in Flamengo Park.
The GLO (Guarantee of Law and Order) is a mechanism provided for in the Constitution for situations in which conventional security forces are insufficient, allowing the Armed Forces to act in defense of public order. In large events, it serves as a reinforcement and deterrent instrument, especially when there is fear of protests or threats to the integrity of international delegations.
According to the report, the Ministry of Defense has already declared itself ready to put the plan into practice as soon as the Presidency gives the green light. Military personnel and equipment are in the preparation phase for immediate action, should the operation be authorized. The decision, however, needs to come directly from the Presidential Palace, which has not yet formally responded to the state government's request.
Despite this, sources within the federal government state that, since the coup attempts of January 8, 2023, the use of the Armed Forces in GLOs (Guarantees of Law and Order operations) has been considered more delicate. At the time, the application of this resource was debated, but the measure was discarded given the scenario of institutional tension involving the military.
Last November, authorization for GLO (Guarantee of Law and Order operation) during the G20 summit was also issued with little advance notice, forcing those involved in security planning to adopt rapid execution strategies.
