Cabral used a cell phone registered in his housekeeper's name to communicate with contractors.

Former Rio de Janeiro governor Sérgio Cabral, currently imprisoned in Bangu 8, used a cell phone registered to his housekeeper, Nelma de Sá Saraça, to communicate with construction company executives. According to the Federal Public Prosecutor's Office, he used this phone to arrange meetings at locations such as the Laranjeiras Palace, the official residence of the state's chief executive, to discuss bribes related to public works projects. Nelma claims to have no idea how her name and CPF (Brazilian tax identification number) ended up on the registration of a number used by the former governor; "What a shameless person," she said.

Interviewed by journalist Italo Nogueira, Nelma says she has no idea how her name and CPF (Brazilian tax identification number) ended up in the registry of a number used by the former governor. "What a disgrace," she said.

The number that Nelma claims never to have used was provided to investigators by whistleblower Alberto Quintaes, from Andrade Gutierrez. Two other suspects identified by the Prosecutor's Office as operators of the scheme also used a similar tactic. Carlos Emanuel Miranda, a financial operator, had a phone registered to the company Boomerang Comércio de Veículos, and Wilson Carlos registered to Luis Cláudio Maia.
