To avoid a second indictment, Temer is negotiating with congressmen from Maranhão.
With the second complaint from the Public Prosecutor's Office on his heels, President Michel Temer reopened the doors of the Palace to parliamentarians; from Monday (25) to Friday (29), the PMDB member received 43 deputies, among them the federal deputies for Maranhão Aluísio Mendes (Pode) and Cléber Verde (PRB), who voted in favor of archiving the first complaint.
With marrapa.com and Poder 360 – President Michel Temer reopened the doors of his office at the Planalto Palace with the arrival of the new complaint from the Attorney General's Office. From Monday (September 25th) to Friday (September 29th), the PMDB member received 43 deputies. Among them were federal deputies from Maranhão, Aluísio Mendes (Pode) and Cléber Verde (PRB), both of whom were in favor of dismissing the first complaint.
Since the second accusation, on September 14th, there have been 48 deputies. Of these, Cléber Verde and 11 others are members of the CCJ (Constitution and Justice Committee) of the Chamber of Deputies. The pace of hearings intensified after Temer returned from a trip to the United States, where he participated in the UN General Assembly, on September 21st.
The survey by Poder360 takes into account the official agendas of the President of the Republic published on the Planalto Palace website. There are meetings that are not recorded by the Government's Social Communication Secretariat – the most famous example being the meeting between the president and Joesley Batista at the Jaburu Palace.
IN THE FIRST COMPLAINT: 3 ABSENT AND 1 AGAINST
Of the congressmen who met with Michel Temer, 3 were absent from the vote on the admissibility of the first accusation and 1 voted against the president.
Osmar Serraglio (PR), a member of the PMDB party and former Minister of Justice, was not present for the vote on August 2nd and met with the president on Wednesday (September 27th). Marcos Reategui (PSD-AP) and João Fernando Coutinho (PSB-PE) also voted in the Chamber's plenary session and met with Temer.
George Hilton (MG), a member of the PSDB party and former Minister of Sports in the government of former President Dilma Rousseff, met with Michel Temer on Thursday (September 28). In the Chamber's plenary session, he voted against the president.
MEMBERS OF THE CCJ
In total, Temer received 12 deputies who currently make up the CCJ (Committee on Constitution and Justice), the body that analyzes the complaint before the process goes to the House plenary.
The committee has 66 full members. Discounting approximately 20 votes already cast against Michel Temer (from deputies of the PT, PC do B, PDT, Rede, PSOL, PSDB, PSB, and Podemos parties), there remain 46 government supporters or "negotiable" members. The president managed to meet with 26% of them.
Six others are alternates on the committee and can vote in the absence of one of their bloc's regular members. The rapporteur, Deputy Bonifácio de Andrada (PSDB-MG), for example, is an alternate on the committee.
Since the accusation became the focus of the government's attention, leaders of parties allied with the Planalto Palace have been making changes to the committee's nominations. Therefore, one congressman may have met with Michel Temer while still a member of the CCJ (Constitution and Justice Committee), but been replaced later – and vice-versa. Poder360 took into account the composition of the committee on Friday (September 29, 2017), at 6 pm, according to the Chamber of Deputies.
