At the invitation of the Senate President, Renan Calheiros, all the governors of Brazil debated agendas for the revision of the Federal Pact and the better application of public resources.

The governor of Maranhão addressed the central point of prioritizing public health throughout the country. To solve the underfunding of healthcare in Brazil, Flávio Dino advocates for an emergency vote in the National Congress on a bill that regulates the taxation of fortunes exceeding R$ 4 million, with the tax revenue collected from this levy being used to fund public health.

Currently, three bills are being processed in Congress regarding this issue, which is the only tax foreseen in the Constitution that has not been regulated by parliament. Dino argues that the most recent bill should be voted on by senators and federal deputies to ensure that public healthcare services are improved. "This is a fairer form of taxation. This way, we would have assets exceeding R$ 4 million financing the healthcare of those who need it most. This is undoubtedly a measure of social justice," the governor stated in an interview.

Flávio Dino also highlighted that another topic on the agenda for the Brazilian states is the decision regarding the distribution of royalties from oil production. The issue has already been debated and voted on by the National Congress, but its distribution among the states depends on a decision from the Supreme Federal Court. The governor of Maranhão believes that the Judiciary should vote on the case soon.

The meeting of Brazilian governors to discuss issues concerning the renewal of the Federal Pact took place on Wednesday morning (20) in Brasília and also included the presence of the president of the Federal Chamber, Eduardo Cunha, as well as senators and federal deputies.
