Civil servants in the Federal District are demanding payment.

More than 1,5 public servants protested in front of the Palácio do Buriti (the seat of the Federal District government) to demand a guarantee of receiving the final installments of the salary readjustment granted by the previous government, that of Agnelo Queiroz (PT). Brasilia 247 - More than 1,5 public servants held a demonstration in front of the Palácio do Buriti this Wednesday (10) to demand the guarantee of receiving the last installments of the salary readjustment granted by the previous government, that of Agnelo Queiro (PT). The measure benefits more than 100 public servants from more than 30 categories, and has a calculated financial impact of R$ 855,4 million for this year and almost R$ 2 billion in 2016.

They blocked all six lanes of the Monumental Axis, in the direction of the old Rodoferroviária (bus and train station), for hours. The police tried to negotiate the reopening of the lanes, but only the rain dispersed the protest.

Agnelo's proposal is under review by the Court of Justice of the Federal District and Territories (TJDFT). The Public Prosecutor's Office of the Federal District (MPDFT) argues that the adjustments are unconstitutional because they were granted without budgetary provision, which contradicts the Organic Law of the Federal District and the Fiscal Responsibility Law.

Spending on public employees cannot exceed 49% of the Net Current Revenue (RCL), as stipulated in the Fiscal Responsibility Law (LRF). However, there is a so-called prudential limit of 46,55%, and personnel expenses reached 46,93%, according to data presented by the team of the Rodrigo Rollemberg (PSB) government. In other words, despite not exceeding the percentage established in the LRF, the Agnelo Queiroz government generated expenses that leave public accounts in the "red." As a consequence, the Federal District government is prevented, for example, from granting new salary adjustments and hiring new employees (whether permanent, temporary, or commissioned).

The first installments of the staggered payments were made during the Workers' Party government, but the majority of them were left as the responsibility of the current governor, Rodrigo Rollemberg (PSB). The GDF (Government of the Federal District) is studying the MPDFT's (Public Prosecutor's Office of the Federal District) action before taking an official position on the matter.
