Health workers will be relocated in the Federal District.

GUILHERME PERA, FROM AGÊNCIA BRASÍLIA - From June 1st to 13th, employees of the emergency care units (UPAs) in the Federal District may be voluntarily transferred from one region to another. This is the first concrete step in the Brasília government's plan to allocate the approximately 32 professionals of the Health Secretariat more efficiently. This Monday (30), a circular will be in the UPAs to inform employees of the reassignment.

The staffing plan, developed by the Sub-Secretariat for Human Resources Management, is based on visits to each health unit and records of what was found there. An online human resources monitoring system will be presented to managers soon. Until it is operational, these on-site surveys identify where there is a shortage or surplus of employees. The government will begin with the UPAs (Emergency Care Units), because their records are complete.

Brasília has six emergency care units, located in the following administrative regions: Ceilândia, Núcleo Bandeirante, Recanto das Emas, Samambaia, São Sebastião, and Sobradinho. Employees can request transfers from one unit to another, provided they require the professional's services. The Human Resources Department of each UPA (Emergency Care Unit) is responsible for verifying this need. In Ceilândia, for example, there is a surplus of community health workers, radiology technicians, and laboratory technicians specializing in clinical pathology and hematology and hemotherapy.

The reassignments will be carried out in accordance with the Workforce Sizing Parameters Manual, published in official diary On May 6th, the document won the InovaSus award from the Ministry of Health in 2014, in the category of Workforce Management in Health. “Before, we assigned professionals according to the needs that arose, but without any parameters. With the manual, we can see which units lack human resources and which have a surplus,” says the Undersecretary for Human Resources Management of the Ministry, Jaqueline Ribeiro.

Next stages
The goal of the Brasília government is to complete the sizing of the entire network by the end of this year. In addition to the UPAs (Emergency Care Units), information has already been gathered for the North Wing Regional Hospital (Hran) and the health centers in that administrative region, the Santa Maria Regional Hospital, and the Mobile Emergency Care Service (Samu). Studies are nearing completion at the Base Hospital and the units in Brazlândia. Ceilândia and Gama will be next.

The transfer of staff to other health units will begin after the completion of the transfers at the UPAs (Emergency Care Units). “We will launch the relocation of staff from Hran (Hospital Regional da Asa Norte) as soon as we finish the UPA transfers, then the SAMU (Mobile Emergency Care Service), then the Base Hospital, and so on,” explains the Director of Planning, Monitoring and Evaluation of Health Work, Marineusa Bueno.
