Tarcísio's secretary and former PM, Derrite, will take on projects against factions in the Chamber.

247 - The Speaker of the House of Representatives, Hugo Motta (Republicanos-PB), is expected to officially announce this Friday (7) the name of Guilherme Derrite (PP-SP) as rapporteur for the Anti-Faction Bill, presented by the federal government. 

Bill 5582/25 amends legislation on criminal organizations, focusing on strengthening cooperation between public security agencies and the justice system, as well as toughening penalties and investigative procedures.

Derrite resumed his mandate. He was on leave, serving as Secretary of Public Security of São Paulo. He is expected to present a substitute that mixes sections of the government's text with points from the Anti-Terrorism Bill, by Danilo Forte (União-CE), an opposition agenda item. The vote is scheduled to take place next Tuesday (11).

Among the main innovations foreseen in Bill 5582/25 are:

  • The creation of the concept of a "criminal faction" or "qualified criminal organization," when the group aims to control territories or economic activities through violence or threats;
  • Severe penalties for those who join, finance, or promote such organizations — from 8 to 15 years imprisonment — and for homicide committed at the behest of the factions, from 12 to 30 years, classified as a heinous crime;
  • Specific aggravating factors: participation of a child or adolescent, use of restricted weapons or explosives, infiltration into the public sector, transnational activity, control of territory by the organization, among other measures (with Ag. Câmara).
