The investigation, which began in the federal court of São Paulo, focused on operators Adir and Samir Assad, companies controlled by them, and former Odebrecht lawyer Rodrigo Tacla Duran. The proceedings included an email allegedly sent by Samir Assad to Odebrecht employees discussing multi-million dollar bribe agreements with members of parliament.

One of them was Álvaro Dias — supposedly nicknamed "Pliers" in the contractor's spreadsheets — who allegedly asked for R$ 5 million to not proceed with the requests for the lifting of confidentiality, which he had made, that would have affected Adir Assad's companies in the Cachoeira Parliamentary Commission of Inquiry. At the time a senator for the PSDB party, Álvaro Dias was a member of the commission.
