Amid this scenario, the Speaker of the House, Hugo Motta (Republicanos-PB), who until then had resisted the idea of ​​scheduling the amnesty debate, admitted that the pressure from party leaders has increased.

"The leaders are demanding, we are evaluating and we need to talk more," said Motta, acknowledging the growth of the movement in favor of the proposal. The articulation has been reinforced by the governor of São Paulo, Tarcísio de Freitas (Republicanos), who is positioning himself as an opposition alternative to the candidacy of President Luiz Inácio Lula da Silva (PT) in 2026. Tarcísio, who has sought Bolsonaro's support, spoke by phone with Motta on Monday (1) about the progress of the agenda.

Although he stated that a broad amnesty would not pass in the Chamber, Motta did not rule out discussing the issue. He met with party leaders yesterday afternoon and, according to reports, ruled out the possibility of an immediate vote on the amnesty. However, he made it clear that the matter will return to the agenda in the next meetings, scheduled for this week or next Tuesday. In parallel, pressure from the União Brasil, Progressistas (PP), and Republicanos blocs has intensified, while even government deputies acknowledge that the issue has gained relevance and could be put to a vote.

On Tuesday (2), the PT leader, Lindbergh Farias (RJ), criticized the growing movement in favor of amnesty. "This discussion exists, the movement has grown with the presence of the governor of São Paulo, Tarcísio, here in Brasília, to put this issue of amnesty up for discussion until after the trial. This is a mistake," said Farias.

Senator Flávio Bolsonaro (PL-RJ) also commented on the negotiations. He praised Governor Tarcísio's dedication to the amnesty negotiations, stating: "He is loyal to Bolsonaro. I hope that in the coming days we can deliver this amnesty bill. He has been completely immersed in this." Furthermore, Tarcísio has been engaged in conversations with key figures, such as the president of the Republicanos party, Marcos Pereira, to expedite the bill's passage.

In a recent interview, Tarcísio stated that, if elected president, he would grant Bolsonaro a pardon as his "first act." The statement generated reactions within the government, with the Minister of the Civil House, Rui Costa (PT), questioning the governor's stance. "It's regrettable to see a governor who was sworn in by the courts say he doesn't believe in the justice system," said Costa, emphasizing that Tarcísio's election was only possible thanks to the Electoral Court.
