Representatives of the Civil Police, meeting in assembly this afternoon, decided to hold a 48-hour strike to pressure the government to grant raises to equalize their salaries with those of the Federal Police. The government of Brasília, which has always been open to dialogue, rejects the radicalization of the movement, precisely on the day that Brasília hosts the Olympic Games. And, in light of this fact, it clarifies to the population that:
1 – The process of claiming salaries by the Civil Police originated from the decision by the government of then-President Dilma Rousseff to grant salary increases of between 27% and 41% to the Federal Police.
2 – The radicalization of the movement is premature, since the readjustment of the Federal Police's salary still needs to be approved by Congress and, in that case, will only take effect from January of next year.
3 – Although it recognizes the legitimacy of the request for parity with the Federal Police, the government of Brasília, given the current economic conditions of the country and the Federal District, does not have the financial means to meet the rates and deadlines submitted by the federal government to the National Congress.
4 – After negotiations with the movement's leaders, the government of Brasília presented a proposal for readjustment in three installments: 7% in October 2017, 10% in October 2018, and 10% in October 2019. This proposal represented the extreme limit given the current economic crisis.
5 – In negotiations with the leadership of the Civil Police, it was established that this proposal would be automatically withdrawn if the assembly chose to refuse dialogue and, more seriously, adopted any work stoppage or retaliation that would penalize society.
6 – At the same time, the dialogue initiated with the Civil Police generated expectations from other security agencies, which historically have sought a balanced situation with the PCDF (Federal District Civil Police).
In light of the strike approved in assembly, the government of Brasília reiterates that it is unacceptable for any union movement to interrupt essential services to the population and harm the community of the Federal District. And it decides:
1 – Withdraw the proposal submitted to the Civil Police.
2 – Maintain the open dialogue already initiated with representatives of the Civil Police, the Military Police, and the Fire Department to ensure greater security for the population and better working conditions for their professionals.
