PMDB should lead a piecemeal political reform.

Brasilia 247 - Political reform is expected to be voted on in the National Congress within the next two years. This is the prediction of the PMDB, which controls both the Chamber of Deputies and the Senate and will lead the voting process.

According to columnist Ilimar Franco, the PMDB has already conducted more than three thousand interviews with the population to define the main proposals for change. In the Chamber of Deputies, the Political Reform committee will be chaired by Deputy Rodrigo Maia (DEM), in fulfillment of an agreement that was allegedly made between the Speaker of the House, Deputy Eduardo Cunha (PMDB), and the leader of the DEM, Mendonça Filho. 

According to Ilimar, the trend in the House is for changes to be made separately. "Experience shows that the most effective strategy is piecemeal voting. Global and complex projects get lost in endless discussions," argued the president of the Ulysses Guimarães Foundation, Moreira Franco, who coordinates the research among PMDB members.

Two items could be approved immediately: the synchronization of elections (from mayor to president) and the end of coalitions for legislative positions. Among the proposals whose support is growing within the PMDB is the district vote, by which the most voted deputies are elected without considering the vote for the parties.
