Prosecutors want to punish Temer's minister for fiscal irresponsibility.

Prosecutor Júlio Marcelo de Oliveira, from the Public Prosecutor's Office at the Federal Court of Accounts (TCU), has requested that the Minister of Planning under interim President Michel Temer, Dyogo Henrique de Oliveira, be disqualified for up to eight years from holding positions of trust in the public service due to the practice of "fiscal maneuvers"; according to the Public Prosecutor's Office, Temer's minister was responsible for the fiscal infraction committed during the administration of suspended President Dilma Rousseff in 2014.

Brasilia 247 - The prosecutor from the Public Ministry at the Federal Court of Accounts (TCU), Júlio Marcelo de Oliveira, requested that the Minister of Planning in Michel Temer's interim government, Dyogo Henrique de Oliveira, be punished with the loss of his right to hold positions of trust in the public service for up to eight years, in addition to a fine, for the practice of "fiscal maneuvers". 

In an opinion finalized this Friday, the 24th, the Public Prosecutor's Office maintains that Dyogo de Oliveira was responsible for the tax infraction committed during the administration of the ousted president Dilma Rousseff in 2014.

In addition to Temer's minister, Júlio Marcelo also calls for punishments for former Finance Ministers Guido Mantega and Nelson Barbosa; former National Treasury Secretary Arno Augustin; his former subordinates Marcus Pereira Aucélio and Marcelo Pereira de Amorim; former Caixa president Jorge Hereda; former BNDES president Luciano Coutinho; former Banco do Brasil president Aldemir Bendine; former Central Bank president Alexandre Tombini; and Túlio Maciel, head of the Economic Department.

"The irregularities found, notably the systematic and significant delays in the transfer of resources from the National Treasury to federal public banks (mainly related to Bolsa Família, unemployment insurance, salary bonus and subsidies in bank financing) are extremely serious, as they represent disobedience to fundamental provisions of the Fiscal Responsibility Law (LRF)," wrote the prosecutor.

Both Dyogo and Barbosa, in their capacity as interim Finance Ministers, signed decrees establishing extended deadlines for payments of interest subsidies on BNDES financing, which was interpreted as fiscal "manipulation." According to the Public Prosecutor's Office, the decrees have "similar and even more serious content" than the decree issued by the then-incumbent, Mantega. "The fact that they issued decrees in their capacity as interim ministers does not absolve them of responsibility for the irregularities," Oliveira argued.
