Message reveals Cunha's lobbying efforts on behalf of construction companies.

In conversations found on the cell phones of whistleblower Otávio Marques de Azevedo, from Andrade Gutierrez, former Speaker of the House Eduardo Cunha (PMDB-RJ) confirms that he complied with a request from CNO (acronym for Construtora Norberto Odebrecht) to modify a section of a bill "in secret"; the dialogue does not make clear which bill is being referred to, but reinforces the suspicions of Attorney General Rodrigo Janot that the PMDB member acted as an 'extended arm' for construction companies in Congress.

247 - The Federal Police found several conversations on the cell phones of whistleblower Otávio Marques de Azevedo, from Andrade Gutierrez, with the former president of the Chamber of Deputies, Eduardo Cunha (PMDB-RJ), suggesting lobbying by the congressman for construction companies.

In one of them, dated April 1, 2014, Cunha confirms to Otávio that he complied with a request from CNO (acronym for Construtora Norberto Odebrecht) to modify a section of a bill "in secret."

OTÁVIO MARQUES: "Eduardo, are these modifications proposed by the CNO accepted by the Government and the City Council?"
(1) non-application of paragraph 2 of article 83 to the special regime of paragraph 10 of article 83;
(2) suppression of paragraph 8 of article 74,
I learned from them: Point (1) above will be aligned between the rapporteur and the Treasury, but I would like to assure you that this is indeed the case!
"Abs"

EDUARDO CUNHA: “I got point number 1 right, but it has to be a secret. The second one, not so much.”

The excerpt from the dialogue does not make clear which bill is being referred to, but it reinforces the suspicions of Attorney General Rodrigo Janot that the PMDB member was acting as an 'extended arm' for construction companies in Congress.
