Delta underwent an audit by the GDF (Government of the Federal District) throughout 2011.

The company was audited regarding its urban cleaning service; an order was given to verify the service provided, states Carlos Higino, Secretary of Transparency; the conclusions, in 80 pages, pointed out flaws and were sent to the Public Prosecutor's Office and the Court of Auditors.

Andressa Anholete _247 – Amid allegations that Governor Agnelo Queiroz favored Delta Engenharia, the Secretary of Transparency and Control of the Federal District, Carlos Higino, tells 247 about the audit conducted in all areas of the urban cleaning system (SLU) of the Federal District, including Delta. “There is no favoritism towards any company. The story that he (Agnelo) was helping Delta is absolutely baseless,” concludes Higino.

The Secretary of Transparency explains that, at Agnelo's direction, in early January 2011, the department initiated investigations to ensure the "perfect functioning" of the four street sweeping lots, the Jóquei landfill, and the collection of hospital waste. "He ordered a rigorous audit. And that an inquiry be opened wherever there were problems," Higino stated regarding the governor's request.

The result is a nearly 80-page report that was delivered to the Public Prosecutor's Office of the Federal District and Territories and to the Court of Auditors of the Federal District in December 2011. The SLU (Urban Cleaning Service) has already been informed of the conclusions and has been asked to take the necessary measures, including opening internal investigations. The companies involved have already been informed of the necessary changes. Problems were found in all companies responsible for cleaning the Federal District.

According to Carlos Higino, Delta presented flaws in the service offered to the population. There was no planning regarding the amount of cleaning to be done, collection schedules were not respected, there was no mechanical service, and some bills were paid twice. The contract with Delta is for approximately R$ 20 million per month. The Secretariat also criticized, in its audit conclusions, the lack of oversight by SLU, requesting greater rigor from the agency.

The department is awaiting the results of the investigation by the Public Prosecutor's Office and the Court of Auditors before taking further action.

Extension of the bidding process

The bidding process for the urban cleaning service in the Federal District began in 2007 and was only completed at the end of 2009. The contracts came into effect in April 2010.

Regarding the accusation that Agnelo Queiroz was favoring the company Delta Engenharia by requesting the extension of the tendered contracts, Higino is clear: "That's an absurd inversion! It's something only someone who doesn't understand what's going on would say."

The secretary clarifies that the contracts awarded through bidding are valid until April 2015, for a total of 60 months, but that they must be signed annually. Agnelo's request was that they not be left unrenewed, thus avoiding the need for emergency contracts, explains Higino. "If it's not signed, an emergency contract has to be made, which would choose any company, and that would be illegal," states the secretary.
