Ethics Committee: Rapporteur argues for the removal of Glauber Braga from office.
The opinion will still be voted on by the committee and, if approved, will need the approval of at least 257 deputies in the Chamber's plenary session.
247 - Deputy Paulo Magalhães (PSD-BA), rapporteur of the process against parliamentarian Glauber Braga (Psol-RJ) in the Ethics Council of the Chamber of Deputies, recommended this Wednesday (2) the revocation of the mandate of the psol member, informs the g1.
According to the opinion, Glauber Braga allegedly committed "misconduct" by kicking out activist Gabriel Costenaro, from the Free Brazil Movement (MBL), from the Chamber's premises in April 2024. The action allegedly exceeded the legal limits of exercising his parliamentary mandate. "Based on the evidence presented in the case file, it is clear that the defendant exceeded the rights inherent to his mandate, thus abusing the prerogatives he possesses. Therefore, it is imperative to admit that the defendant, through his actions, effectively engaged in misconduct, and the sanction of loss of mandate is applicable in this case," wrote the rapporteur.
Magalhães' document will be submitted to a vote in the Ethics Committee itself. If approved, the process will proceed to the Chamber's plenary session, where expulsion requires at least 257 favorable votes out of the 513 deputies.
Understand the case - The incident that prompted the disciplinary proceedings occurred on April 16, 2024. Glauber Braga was involved in a physical confrontation with Costenaro and, subsequently, with Congressman Kim Kataguiri (União-SP), one of the founders of the MBL. The altercation began inside the Chamber of Deputies, with an argument that escalated into pushing and kicking.
The fight continued outside the building and had to be contained by legislative police officers, who took both to the Legislative Police Department (Depol) to give statements. There, Glauber also argued with Kataguiri. According to the Novo party, which filed the complaint with the Council, the PSOL parliamentarian allegedly grabbed and pressed Kataguiri's hands, in addition to exchanging shoves with his colleague, which was also classified as physical aggression.
In his opinion, Paulo Magalhães argued that the images recorded by the Chamber's cameras confirm the alleged aggressions. He also mentioned previous episodes in which Braga allegedly verbally offended other parliamentarians, including the rapporteur himself and the then president of the House, Arthur Lira (PP-AL).
Shortly after the opening of the trial in 2024, Glauber Braga stated that he was neither proud nor regretful of his actions. He requested "a fair trial" and argued that Costenaro has a history of aggression, mentioning alleged threats made by the militant against Minister Anielle Franco and a 70-year-old woman. "I will not bow down to the fascist militia, which did all this and more," he stated. "I am not proud of what I did and I do not regret it. My action was proportional, and I can say that, compared to everything this thug did, it was not proportional."
At the time of the incident, Costenaro was a pre-candidate for city councilor in Rio de Janeiro, but failed to get elected. In a statement, Glauber accused the activist of provoking confrontations with members of the PSOL party to generate political engagement. “This MBL guy has a history of aggression against women. This is his 5th provocation! The 4th time he threatened the mother of one of our activists, who is over 70 years old, saying he knew where she lived. There's already a police report about this! I don't regret anything I did! I won't back down to MBL fascists!”, he wrote.
On Wednesday morning, hours before the reading of Paulo Magalhães's opinion, the congressman spoke out again on social media: “I used all the tools at my disposal in this process to show what MBL is, who Arthur Lira is, and to denounce the secret budget. I am prepared for whatever comes! They will not silence a combative and necessary mandate! They try to silence those who denounce the schemes and fight alongside the people.”
