'Bald INSS employee' has an offshore company in the British Virgin Islands.
The company is called “Camilo & Antunes Limite” and was identified in investigations by Brazilian regulatory agencies looking into money laundering.
247 Lobbyist Antonio Carlos Camilo Antunes, known as Careca do INSS, maintains at least one offshore company in the British Virgin Islands, a territory belonging to the United Kingdom in the Caribbean. It is famous for being a tax haven. In the world of alternative finance, the jurisdiction is known by the acronym BVI (for "British Virgin Islands").
According to information published in the column by Andreza MataisAccording to Metrópoles, the company owned by the INSS employee known as "Camilo & Antunes Limite" was identified in investigations by Brazilian regulatory bodies into money laundering.
Having offshore companies (outside the country) is not illegal. However, this type of company can also be used to hide assets abroad, evade taxes, and in money laundering operations.
The son of the "Bald Man" from INSS (Brazilian National Social Security Institute), Romeu Carvalho Antunes, also maintained offshore companies in the United States. One is called "Vacation World USA," and the other, "Vank Business Corp." Both were registered by the same specialized firm, called "Athena Business and Tax Advisors," and are linked to the same address in the city of Celebration.

Investigators estimate that the fraud amounts to at least R$ 4 billion. The Minister of Social Security, Wolney Queiroz, stated that approximately R$ 2,8 billion has been frozen from associations that applied undue deductions from the income of retirees and pensioners – these people were unaware that they were authorizing the deductions. In exchange, they had access to benefits such as legal and psychological assistance.
The return of undue discounts made by associative entities in the benefits of retirees and pensioners of the National Social Security Institute began this Thursday (24). In total, 533 thousand beneficiaries will be covered this week.
Those eligible to receive the refund are beneficiaries who joined the agreement proposed by the federal government by last Monday (21). Retirees and pensioners who have not yet joined the agreement have until November 14 to do so.
The refund will be made to the account where the benefit is paid, in order of enrollment—first-time subscribers receive the refund. Payment will be made in a single installment, adjusted by the Broad National Consumer Price Index (IPCA), the country's official inflation rate.
According to the National Social Security Institute (INSS), more than one million people (1.052.128) have already formalized their request for reimbursement.
New warning channel
To strengthen communication with those who have not yet signed up to the agreement, the banks that pay the benefits have also begun notifying retirees and pensioners about the possibility of requesting reimbursement.
"We've chosen secure means to communicate with retirees and pensioners: from now on, anyone who hasn't yet signed up will be notified by their financial institution that they have a pending payment. This was done to protect those most in need and ensure that no one is left without their refund," emphasized INSS president Gilberto Waller.
Who can join?
Retirees and pensioners who contested improper deductions and did not receive a response from the entity or association after 15 business days can join the agreement. Currently, more than 3,2 million requests from 1,9 million people have already exceeded the deadline for receiving a response from the associations and entities that represent retirees, therefore, they can join the agreement.
Membership is free, and retirees and pensioners can check their expected benefits before signing the agreement. Membership can be completed exclusively through the following channels:
- My INSS app or website;
- Post offices in more than 5 cities;
The 135 call center is available for inquiries and disputes, but does not adhere to the agreement.
How do I accept the agreement through the Meu INSS app?
1 - Access the Meu INSS app using your CPF (Brazilian taxpayer ID) and password;
2 - Go to “View Orders” and click on “Fulfill Requirement” for each order (if there is more than one);
3 - Scroll down to the last comment, read it carefully and, in the "I agree to receive" field, select "Yes";
4 - Click "Submit" and you're done. Then, just wait for the payment.
How does the process work until joining the agreement?
1 - The beneficiary registers a dispute regarding the improper deduction;
2 - Please wait 15 business days for the entity to respond;
3 - If there is no response within this timeframe, the system will offer the option to accept the reimbursement agreement.
