Chamber approves urgency for voting on outsourcing.

The Chamber plenary approved last night (7) the request for urgent voting on the bill regulating outsourcing (PL) 4.330/04, authored by former deputy Sandro Mabel. There were 316 votes in favor, 166 against and 3 abstentions. With the approval of the urgency, the PL is ready to be voted on before other proposals that are on the Chamber's voting agenda.

The Speaker of the House, Deputy Eduardo Cunha (PMDB-RJ), scheduled an extraordinary session of the House for the morning of this Wednesday (8) in order to discuss and debate the project. According to him, the vote is scheduled for the ordinary session of the House in the afternoon, except for amendments and highlights that aim to alter the text approved by the deputies. Cunha informed that the voting on these provisions will be on Tuesday (14) of next week.

According to the bill's rapporteur, Representative Arthur Maia (SDD-BA), the regulation of outsourcing affects the private sector as well as public companies, mixed-economy companies, their subsidiaries and controlled entities in the Union, states, the Federal District, and municipalities. The rapporteur's text stipulates that outsourcing can occur in relation to any activity of the company.

Former PT leader and former president of the Central Única dos Trabalhadores (CUT), Congressman Vicentinho (PT-SP), said that he is the author of a bill that deals with the same issue, but that his proposal restricts outsourcing to non-vital areas of companies, that is, it limits where outsourcing can occur. According to him, the proposal under analysis "is a clever way to legalize the precariousness of workers."

Arthur Maia said that workers are exaggerating their criticism of the outsourcing bill. According to him, outsourcing is a reality in Brazil and its regulation will end legal uncertainty and give companies a competitive edge. "They are creating a climate of terror and an apocalyptic scenario that has not materialized in any country that has regulated the issue."

Yesterday, groups opposed to the bill's approval held demonstrations in several states. In front of Congress, there was even a confrontation between protesters and the military and legislative police.
