247 - Federal deputy Guilherme Boulos (Psol-SP) stated this Tuesday (16) that the current scenario in the Chamber is “absolutely shameful”. “An absurdity, an immorality”, said the parliamentarian after the Chamber approved the PEC of Prerogatives (PEC 3/21), also known as the Shielding PEC. The project was approved in the first round by 353 to 134.

In a video, Boulos said that the approval of the proposal was the result of an agreement between Bolsonaro supporters and the Centrão (center-right bloc) to "increase privileges and impunity for parliamentarians." "The Bolsonaro supporters who like to say 'oh, let's end privileges for politicians'," he criticized.

According to the proposal, parliamentarians can be subject to precautionary measures determined by the Supreme Federal Court and not by lower legal instances. The Supreme Federal Court will also have to request authorization from the Chamber of Deputies and the Senate before prosecuting a parliamentarian. Senators and federal deputies will hold a secret vote with an absolute majority within 90 days of receiving the request.

The proposal expands privileged jurisdiction to also include presidents of parties with representation in the National Congress. Currently, the rule applies to the President of the Republic, the Vice-President, members of the National Congress, ministers of the Supreme Federal Court, and the Attorney General of the Republic.
