The trigger for the irritation was Motta's lack of action regarding the proposed amnesty for those convicted for the coup attempts of January 8th. The Speaker of the House had reportedly indicated that he would schedule the bill for a vote before the parliamentary recess, but this did not materialize—a promise that he never publicly confirmed.

Another point that heightened tensions was Motta's decision to reject the opposition's request to suspend the July recess, even after the imposition of new precautionary measures against Jair Bolsonaro (PL).

“Hugo wasn’t subservient to the agreements with the PL. Now, who knows, maybe he’ll be subservient to Trump? Especially since his visa hasn’t been suspended yet,” a leader close to the licensed congressman Eduardo Bolsonaro (PL-SP) told the column, suggesting that the offensive could be repeated, as has already happened with ministers of the Supreme Federal Court (STF).

Parallel action in Congress - Even though they were ignored by Hugo Motta, Bolsonaro's deputies decided to continue with their own agenda in Congress. On Monday (21), PL parliamentarians met and scheduled sessions of two permanent committees of the Chamber led by allies of the former president.

In the Public Security Committee, Bolsonaro supporters intend to approve a motion of solidarity with Jair Bolsonaro, arguing that he is being targeted by "political persecution" from the Judiciary. Meanwhile, in the Foreign Relations Committee, votes are scheduled on a motion of condemnation of the Supreme Court's decisions against Bolsonaro and another praising the former president.

Despite Motta's resistance, the PL leader in the Chamber, deputy Sóstenes Cavalcante (RJ), called the president of the House on Saturday (19) and informed him in advance about the commissions' convocations. “I spoke to him (Motta) on Saturday. I only communicated our decisions. He listened and thanked me for the communication,” Sóstenes reported.

The move reveals a new phase in the crisis between Bolsonaro's base and the leadership of the Chamber of Deputies. The irritation with Hugo Motta, who succeeded Arthur Lira (PP-AL) with the support of sectors of Bolsonaro's movement, now exposes an internal rupture.
