Temer defends keeping military personnel in prison, which, according to legal experts, is illegal.

After remaining silent for the first few days about the rebellions that have already left more than 130 inmates dead in Brazilian prisons in just the first 15 days of the year, and describing the massacre of 556 prisoners in Manaus as an "accident," Michel Temer changed his tone and said that the initiative to deploy the Armed Forces as a complementary security force in prisons "is audacious"; "It's audacious, but one that Brazil needs and that works," he added; the idea, considered unconstitutional by legal experts, originated with former Supreme Court Justice Ayres Britto.

247 - After remaining silent for the first few days about the rebellions that have already left more than 130 inmates dead in Brazilian prisons in just the first 15 days of the year, and describing the massacre of 556 prisoners in Manaus as an "accident," Michel Temer changed his tone and said that the initiative to deploy the Armed Forces as a complementary security force in prisons "is audacious."

"I don't even want to mention this case of the prisons, where, for the first time, given the infernal drama that is happening today in the country's prisons, we had a very productive dialogue with the defense sector," said Temer. "It's a bold move, but one that Brazil needs and that works," he added.

The decree authorizing the use of the Armed Forces in state prisons was published this Wednesday (18) in the Official Gazette of the Union. According to the decree, the Armed Forces may act, for a period of one year in "all Brazilian prison establishments", in the search for "weapons, mobile phones, drugs and other illicit or prohibited materials". The use of the military, however, will have to be requested by the governors.
