Tarso attempts to recreate positions abolished by the courts in Rio Grande do Sul.

The government, which has a majority in the Assembly, maintains that the elimination of the positions would make the operation of new functions created in January unfeasible and that the financial impact of the change will be small. It also justifies the new values, for higher-level employees, as an adjustment to the demands of the Justice system, which declared the mid-level functions unconstitutional.

At the beginning of the year, the Assembly approved the creation of 391 appointed positions, agreeing with the Executive's argument that the positions were necessary for the new administrative structure of the State. On August 22nd, in a judgment of a direct action of unconstitutionality filed by the PMDB caucus, the special body of the Court of Justice abolished 155 of the new positions, understanding that their creation was not accompanied by a description of their respective duties.
