Without a quorum, the Chamber of Deputies will not read the complaint against Temer this Monday.

Due to a lack of quorum, the Chamber of Deputies did not hold a plenary session this Monday, when the reading of the second indictment against President Michel Temer was scheduled; according to the rules of procedure, 51 deputies are required in the House to begin a session, even if it is, like the one convened for this Monday, a non-deliberative one.

BRASILIA (Reuters) - Due to a lack of quorum, the Chamber of Deputies did not hold a plenary session this Monday, when the reading of the second indictment against President Michel Temer was scheduled.

According to the rules of procedure, 51 deputies are required in the House to begin a session, even if it is a non-deliberative session, like the one convened for this Monday.

At 14:30 PM, the General Secretariat of the Chamber registered the presence of 23 deputies in the House.

Given the lack of parliamentarians present, it is most likely that the reading of the indictment against Temer will take place on Tuesday, at the session scheduled for 11:30 am.

Reading the complaint is a necessary requirement for notifying the president, at which point the deadline for submitting a defense to the Constitution and Justice Committee (CCJ) will begin.

Once read, the document will be forwarded to the CCJ, the Chamber's body formally responsible for notification. Once the president is notified, the ten-session period (of the Chamber's plenary) for Temer to present his defense begins.

After the defense's statement, a period of five sessions (also in plenary) begins for the deputy chosen as rapporteur for the case to present a report.

The opinion is then voted on by the CCJ (Committee on Constitution and Justice), and afterwards, by the plenary. The accusation only proceeds if it receives the support of 342 deputies – a number equivalent to two-thirds of the plenary.
