Sampaio: "The federal government is the one that owes explanations"
In a statement from the legal coordination of the Muda Brasil coalition, Carlos Sampaio says that, by asking the Attorney General of the Republic to investigate the practice of administrative misconduct by Aécio Neves as former governor of Minas Gerais, the PT (Workers' Party) demonstrates that its action is purely electoral: "The Federal Government is the one that owes answers to society, because, in addition to ANAC (National Civil Aviation Agency) not fulfilling its function promptly by approving Brazilian regional airports in less time to improve national infrastructure, it is using this public body to favor Dilma Rousseff's candidacy."

By requesting that the Attorney General of the Republic investigate the alleged act of administrative misconduct by a former State Governor, the PT (Workers' Party) demonstrates that its action is purely for electoral purposes, since it is common knowledge that this investigation falls under the jurisdiction of the Public Prosecutor's Office of the State of Minas Gerais, which, incidentally, has already investigated the facts in the municipality of Claudio and ordered the dismissal of the initiated inquiry.
Today, two legal opinions were issued by two former Ministers of the Supreme Federal Court, recognizing the legality of the procedure adopted by then-Governor Aécio Neves. Jurist Carlos Velloso, commenting on the specific case of the expropriation process, states: “The procedure is correct. If the expropriated party does not agree with the offered value, they will present a defense, and the action will proceed, limiting the controversy to the determination of the price of the expropriated property. In this case, once the deposit is made and possession is granted, the State is authorized to proceed with the work that was indicated for the purpose of the expropriation.” Former Minister Carlos Ayres Britto, addressing the issue at hand, stated that: “The expropriation in question occurred for public utility, regulated by Decree-Law No. 3.365 of June 21, 1941, and authorized by Article 5, Paragraph 24 of the Federal Constitution. There is nothing legally invalid in this administrative procedure of the State, which made a judicial deposit of the compensation amount that it deemed, with due justification, fair.”
Regarding the accusations of criminal practices, the facts speak for themselves. The expropriation occurred for a value that the owner of the expropriated area considers to be lower than the actual amount due, disputing in court the receipt of a higher value. What is evident from this fact is that the action of the State of Minas Gerais, when governed by Senator Aécio Neves, was one of care for public money, paying for the expropriated area only the value that the Public Administration technicians considered fair. The truth is that there is no illegality whatsoever involving the Cláudio airport.
