Cid's departure could open the door to changes in the ministry.

To appease the PMDB and bring it closer to the core of the administration, the president could make the following changes: "Aloizio Mercadante, the Chief of Staff, who previously held the position and currently faces hostility from the allied base, could be moved to replace Cid Gomes at the Ministry of Education. Defense Minister Jaques Wagner could be moved to the Civil Cabinet. A PMDB figure, such as Henrique Alves or Eliseu Padilha, could be appointed to the political coordination, replacing Pepe Vargas, also rejected as an interlocutor by the PMDB and other allies." "The clash between the former Minister of Education, Cid Gomes, and the Chamber of Deputies was a lemon in the relations between the two branches of government and between the government and the PMDB. But Dilma can make lemonade by undertaking a broad restructuring of the cabinet, which effectively represents a new political pact. The PMDB, as former President Lula has advocated, can achieve a more prominent role. Whether one likes him or not, it's 'realpolitik': in our parliamentary presidential system, nobody governs without the PMDB," she reflects.

The journalist points out that "clear signs that the PMDB will prevail were the silence of the allied base during its tumultuous presentation in the Chamber and the immediate warning from the Presidential Palace to Eduardo Cunha himself, the Speaker of the House, that Cid was no longer a minister." But she raises some questions: "The new balance of power within the coalition, however, raises two questions: What will happen to Pros? Will it have another ministry? And how will the PSD of the Minister of Cities, Gilberto Kassab, coexist with a more muscular PMDB in the government?"
