The rapporteur for the amendment in the Chamber of Deputies, Representative Eduardo Sciarra (PSD-PR), says that Renan's initiative has no legal basis because, when he was president of the Senate, José Sarney (PMDB-AP) issued an opinion stating that the change was legal.
