Although the content of plea bargain testimonies is considered confidential—only the Federal Public Prosecutor's Office and the informants themselves, in addition to their lawyers, could have knowledge of their contents—the Presidential Palace had access well before the press to statements by Odebrecht executives that implicated a good part of the top echelon; days before the disclosure, information about the involvement of some of his direct aides was already circulating in Brasília and reached President Michel Temer, in addition to the mention of him himself made by Melo Filho.
