To save his own neck, Temer resumes the fire sale of parliamentary amendments.

247 - Upon returning from his trip to the United States, Michel Temer will focus on two lines of action in the coming days: working to expedite the dismissal of the second indictment filed against him by former Attorney General Rodrigo Janot; and simultaneously striving to separate the positive economic results from the political crisis. Temer will intensify his direct contact with members of Congress and identify their grievances, which involve unpaid positions and amendments.

But a cabinet reshuffle is ruled out before March, when ministers have to leave their posts to run for office. A preliminary survey by Valor indicates that at least 16 of the 28 ministers are expected to resign to run in the 2018 elections.

This number could rise to 19 in a scenario where three of Temer's main aides would be candidates: the Finance Minister, Henrique Meirelles (PSD), who has positioned himself as a pre-candidate for the presidential succession; and the heads of the Civil House, Eliseu Padilha, and the General Secretariat of the Presidency, Moreira Franco, both from the PMDB. At this moment, however, Padilha and Moreira are ruling out any potential candidacies.

An aide points out that there will only be a reform now if the PSDB breaks with Temer, but that is not the desire of the majority of the party. The main target of complaints from a significant portion of the allied base, the Minister of the Government Secretariat, Antonio Imbassahy (PSDB), will not be replaced. On the eve of the government's mobilization to analyze the second accusation, Temer will preserve the political strategist, despite protests coming especially from the PP, PR, and PSD blocs.
