Pacheco brings together leaders to make the nursing salary floor viable.
Projects create alternatives in the public and private spheres for payment.
Agência Brasil/EBC - In a meeting with Senate leaders on Monday morning (19), the president of the House, Senator Rodrigo Pacheco (PSD-MG) presented four selected projects to try to make the nursing floor viable. The measure - which would guarantee the payment of at least R$ 4.750 for nurses, R$ 3.325 for nursing technicians and R$ 2.375 for nursing assistants and midwives - was approved by Congress and signed into law by President Jair Bolsonaro, but was suspended by the Supreme Federal Court (STF) arguing that the congressmen did not indicate the source of funds to cover the expenses.
Senators estimate that the financial impact of the salary increase will be, at most, R$ 16 billion for public coffers. Among the projects under analysis, PLP 44/22, authored by Senator Luiz Carlos Heinze (PP-RS), is pointed out as the most immediate alternative to get the law off the ground. The project authorizes states and municipalities to reallocate idle resources in health funds. If approved, the project would release approximately R$ 7 billion to public coffers.
Seen as long-term solutions, Bill 798/21, which re-establishes the program for the repatriation of funds; Bill 458/21, which deals with asset updating; and Bill 1417/21, which provides for emergency financial assistance for charitable hospitals and philanthropic institutions, are being studied.
To avoid delaying the solution too much, more controversial and non-consensual proposals, such as the legalization of gambling and mini-tax reforms, will not be included in the debate. Another concern is with professionals working in the private sector. In this case, the idea is to reduce the payroll tax burden on this category. It is expected that Pacheco will meet today with the Minister of Economy, Paulo Guedes, Minister Ciro Nogueira (Chief of Staff), and Célio Faria (Secretary of Government) to discuss the proposals presented. The Speaker of the House, Arthur Lira (PP-AL), is also expected to meet with the President of the Senate in an attempt to unlock the minimum wage. Tomorrow, Pacheco is also expected to meet with the President of the Supreme Federal Court, Minister Rosa Weber, to discuss the matter.
Also during the meeting, the minority leader in the House, Jean Paul Prates (PT-RN), presented a proposal to use the rapporteur's amendments, RP 9, to fund the minimum wage for municipal and state employees in that category. According to Prates, this measure is the quickest solution to the impasse.
