The end of gigantism.

The annual savings from avoiding appointments and hiring is approximately R$ 160 million.

During the election process for the Presidency of the National Congress, we presented a work proposal with four pillars: austerity, transparency, a microeconomic agenda, and the unwavering defense of freedom of expression.

In its first week of work, the Senate leadership announced administrative measures that represent savings of R$ 262 million. These measures align with the desires of society: a leaner, more efficient, and absolutely transparent parliament.

A set of measures aimed at administrative streamlining, efficiency, austerity, and eliminating redundancies and waste was approved. This represents a deepening of the reforms that had already been implemented by President José Sarney.

The Senate has eliminated more than 500 leadership and advisory positions across all its units. This represents 25% of the total and will result in savings of 26 million reais.

In the outsourcing sector, contracts expiring mid-year will not be renewed, and others will be drastically reduced. The savings amount to 66 million reais. There will be no disruption to service delivery, as adjustments will be made to the working hours of employees. Contracts with security personnel will be reduced by 20%.

The free outpatient care for Senate employees at the Medical Service has also been discontinued. This will save 6 million reais. The Senate offered a health plan comparable to the private healthcare market and also provided a medical structure funded by public coffers. That has ended.

Three large institutes with related competencies were merged into a more rational structure: ILB, Interlegis, and Unilegis. Similarly, secretariats and services were eliminated and incorporated into other service units of the Federal Senate. This item, involving mergers and incorporations, will save more than 3 million reais.

The workday, in the continuous shift modality, has been extended to seven hours. This represents 14 hours of uninterrupted operation and an increase of 50 productive working hours per month. The annual savings from avoiding appointments and hiring is approximately R$ 160 million.

Appointments to legislative police careers are prohibited, and the Council for Transparency and Social Control, directly linked to the Presidency of the Senate, has also been established at no cost. It will include civil society and will be responsible for overseeing the fulfillment of demands for access to information.

Continuing the pursuit of excellence in transparency, it was decided to publish data on the Transparency Portal regarding the salaries and pensions of former parliamentarians, retired civil servants, and pensioners.

These initial measures are part of a strategic plan with short, medium, and long-term goals. As I emphasized in the Senate: "It's not about doing less with less, nor about doing less with more. It's about doing more with less."
