Eunício also said that the measure must respect Constitutional Amendment 95. This rule imposes the New Fiscal Regime and establishes a spending cap for the Three Branches of the Federal Government.

"It's necessary to have resources within the budget ceiling so that this increase can happen. We need to analyze this issue of salaries and remove other types of 'perks,' as they say in slang," he stated.

The proposal increases judges' salaries from R$ 33.763 to R$ 39.293. The impact of the so-called "cascade effect" on the remuneration of federal, state, and executive branch employees, the Public Prosecutor's Office, and state governments could reach R$ 4 billion in 2019. Eunício said the increase will be analyzed by Congress "calmly and without haste."

"We understand the current economic situation, but we must also understand that each branch of government is autonomous and can make its own decisions. We will not engage in confrontation. We must respect the harmony between the branches of government and the constitutional limits established for each. We must act with understanding, not through confrontation between the branches," he stated.
