In a new attack on culture, Bolsonaro associates the Rouanet Law with 'waste'.
After announcing the end of the Ministry of Culture, which will be incorporated and transformed into a secretariat linked to the future Ministry of Citizenship, President-elect Jair Bolsonaro used Twitter to launch a new attack on culture. According to him, the Rouanet Law, the main mechanism for financing cultural projects and activities in the country, shows "a clear waste of resources" that could be used in other areas. In the post, he cites as an example the release of R$ 7,3 million by Furnas' Sociocultural Management to 21 entities, and promises to initiate "strict control of grants" on the subject.
247 - President-elect Jair Bolsonaro once again criticized the Rouanet Law, a cultural incentive law, on his Twitter account. According to Bolsonaro, "there is a clear waste of resources" that could be used in other areas. In the post, he cites as an example the release of R$ 7,3 million by Furnas' Sociocultural Management to 21 entities, and promises to initiate "strict control of grants" on the subject.
The attack on the Rouanet Law is just another in a list of aggressions against Culture. The incoming government has already announced the incorporation of the Ministry of Culture (MinC), which will turn the department into a secretariat subordinate to the newly created Ministry of Citizenship, to be headed by Congressman Osmar Terra (MDB-RS), who was previously responsible for the Ministry of Development in Michel Temer's government.
The Rouanet Law is considered the main financing mechanism for cultural activities and projects in the country. Through tax incentives, any company or individual can donate to or sponsor cultural projects and events approved by the Ministry of Culture. The amount is deducted from the sponsor's income tax. In this fiscal year, R$ 945 million was released for cultural projects through the Rouanet Law.
Bolsonaro's post comes in the wake of allegations by the Federal Public Prosecutor's Office (MPF) of a scheme involving fraud and embezzlement through the cultural incentive law. According to the allegations, funds presented and deducted by large sponsoring companies were allegedly used for private activities and events by the Bellini Cultural group, disregarding the public interest.
