Cunha threatens: Provisional measure will not be voted on if the government radicalizes.

247 - The leader of the PMDB in the Chamber of Deputies, Eduardo Cunha (PMDB-RJ), pointed out as responsible for blocking the Ports Provisional Measure, said this Sunday (12) that, if the government radicalizes, the measure will not be voted on.
If the bill, drafted by the government in December, is not approved by the legislature by Thursday, it will expire. To achieve this, the deputies need to conclude the vote by Tuesday, leaving only one day for Senate review.

According to Folha, the PMDB member is expected to meet with Vice President Michel Temer this Monday (13) to defend changes to the text of the Ports Provisional Measure. The deputy believes that, in order for the matter not to be overturned, the government needs to reopen negotiations. "An agreement has to be reached," he said. "If it goes to radicalism, they won't be able to get it voted on," he added.

He argues that authorizations to operate private terminals would no longer be valid indefinitely, but would instead have a duration of 25 years, renewable for an equal period.

For her part, President Dilma is making last-ditch efforts to avoid defeat. She is even considering an agreement with the PSB, the party of Eduardo Campos, her potential opponent in the 2014 presidential election.

To approve the provisional measure, Dilma Rousseff called Fernando Bezerra (National Integration) and signaled an agreement in which Pernambuco would maintain control of the port of Suape, including the power over appointments and collection of port fees. The government only insists on maintaining control over bidding processes, which would remain under federal jurisdiction. The Planalto Palace is offering guarantees to ensure that the PSB defeats an amendment proposed by Eduardo Cunha (PMDB-RJ) that contradicts the PT's proposal.
