Party leaders nominate the senators who will serve on the committees on behalf of each party or parliamentary bloc. Parties and blocs must adhere to rules of party proportionality to fill the seats. The largest political groups represented in the Senate receive more seats. However, it is possible for one party or bloc to transfer seats to another, in order to ensure plural representation on the committees.
The Senate's standing committees conduct preliminary analysis of all bills that pass through the House, refining the texts and preparing reports for a vote in the Plenary. The committees also oversee the work of the Executive Branch, monitor the implementation of public policies, amend the Union Budget to allocate funds to specific sectors, and hold public hearings with representatives of society. The leadership of the committees is renewed every two years. (With The Senate Agency).
