Public Ethics Commission opens proceedings against former Secretary of Youth.

The Public Ethics Commission decided to open an investigation into the conduct of the former National Secretary of Youth in the Temer government, Bruno Moreira Santos, who left his post after advocating for more massacres in Brazilian prisons. The decision was unanimous among the members of the commission, who will now analyze whether there was a breach of decorum on the part of the former secretary while he held the position.

The Public Ethics Commission decided to open an investigation into the conduct of former National Youth Secretary Bruno Moreira Santos, who left his post after making statements in which he advocated for more massacres in Brazilian prisons. The decision was unanimous among the members of the commission, who will now analyze whether there was a breach of decorum on the part of the former secretary while he held the position.

According to the commission's president, Mauro Menezes, the fact that Bruno Moreira Santos does not hold a public office does not prevent him from receiving, for example, an ethical censure. According to Menezes, the former secretary held a "high-ranking" position, although he has since been dismissed.

"We have to see [possible punishments] as truly clear messages, as decisions that make sense and that, in a way, inhibit these behaviors from recurring. In this case, there may be referral to the Public Prosecutor's Office or other bodies," said Menezes.

The chairman of the committee said that a rapporteur will be appointed in the next few hours to analyze the case, and from then on, the former secretary will have ten days to respond to the statements. Unlike other decisions, when the Ethics Committee is prompted to open investigative procedures, this process was initiated by the committee itself, based on the press's analysis of the case.

Earlier this month, the then-secretary, known as Bruno Júlio, resigned after negative repercussions from an interview he gave about the murders that occurred during a rebellion in a Roraima prison. At the time, he said that "more [prisoners] had to be killed, there had to be a massacre every week."

Mauro Menezes also reported that supplementary information was requested from the Ministry of Defense regarding the case investigating the conduct of State ministers in using Brazilian Air Force (FAB) aircraft without official commitments on their agenda. According to him, despite maintaining the same rapporteur [Marcelo Figueiredo], the members of the collegiate body decided to separate the information into 21 different processes, one for each minister.
