In statements that caught May's cabinet by surprise, House Speaker John Bercow said the government could not bring to a vote in Parliament a proposal that is fundamentally the same as the one that was defeated in January and then again last week.

The decision puts the United Kingdom in a delicate situation. Brexit supporters now believe more than ever in a no-deal exit, while others believe that May could push the separation deadline beyond March 29 if she obtains the approval of the European Union.

The government's attorney general, Robert Buckland, stated: "We are in a major constitutional crisis."
